effort-based economy

if our economy functioned whereby monetary rewards are based on the amount of real effort put into work over capital / financial tactics, would we then celebrate hard-working people in our society over useless billionaires?

is this the opposite of capitalism? or what would it actually be?

but would businesses actually profit or lose? will hierarchies be distinctively flat then?
